Deep in the Cardamom Mountains, surrounded by mountains in Koh Kong Province in southwestern Cambodia, the China Huadian Lower Stung Russei Chrum Hydro-Electric Station, like a pearl embedded in the green wilderness, has been continuously delivering clean energy and transmitting development hope to Cambodia for more than a decade.

在柬埔寨西南部的戈公省，群山环抱的豆蔻山深处，中国华电额勒赛下游水电站，如同一颗镶嵌在绿野中的明珠，十多年来持续为柬埔寨输送清洁能源、传递发展希望。

Sow seeds of hope for the future. The project has always taken educational public welfare as the core of fulfilling social responsibilities. At a primary school in Koh Kong Province, 10-year-old Lin Canheng sweats it out on the football field donated by the project, becoming a “football star” in the eyes of his classmates. In the computer lab supported by the project, he also explores new horizons in the digital world. The headmaster of the elementary school of Koh Kong Province said with emotion, “Huadian’s care has illuminated the children’s future.”

为未来播撒希望的种子。该项目始终将教育公益作为履行社会责任的核心，在戈公省的小学里，10岁的林灿恒在项目捐建的足球场上挥洒汗水，成为同学眼中的“足球明星”；在项目援建的计算机教室内，他又探索着数字世界的新天地。戈公省小学校长感慨：“华电的关爱点亮了孩子们的未来。”

Build a bridge of friendship and understanding among people. The project adheres to “local employment”, with Cambodian employees accounting for more than 50%. It provides “Silk Road” scholarships for Cambodian college students to help them further their studies in China, sets up the Huadian “Belt and Road” Energy Institute and “Night School of China Huadian Corporation”, and jointly trains power technical talents with universities from China. Numerous Cambodian employees have advanced to technical management positions, such as Mr. Maka, a Cambodian employee who started as a novice in the power field, has grown into an assistant of the director of the Power Generation Department. He used his income to build a new house for his family, achieving a transformation in his life. Translator Mr. Wu Xitian has witnessed his hometown’s development from an “island of isolated power grid” into a prosperous town, and his family now enjoys air conditioning, significantly enhancing their quality of life.

建设民心相通友谊桥梁。该项目坚持“本土化用工”，柬籍员工占比超50%。为柬籍大学生提供“丝绸之路”奖学金助力赴华深造，开设华电“一带一路”能源学院、“华电夜校”，与国内高校联合培养电力技术人才，多名柬籍员工走上技术管理岗位，柬籍员工马卡从电力小白成长为发电部主任助理，用收入为家人建了新房，实现了人生蜕变；翻译吴希天见证家乡从“电网孤岛”发展为繁荣城镇，家中用上了空调，生活品质显著提升。

Adhere to the harmony between humans and nature. As the first hydro-electric project in Cambodia to register with the United Nations Clean Development Mechanism (CDM), the project has consistently integrated the concept of green development into its blood. Since the project was established, a total of 40,500 square meters of turf and more than 4,800 tropical fruit trees have been planted, creating a “garden-style camp area” integrated with the lush mountains and green waters. The cumulative output of green electricity has exceeded 11.7 billion kWh, reducing carbon dioxide emissions by 4.3251 million tons, making it Cambodia’s first project to achieve greenhouse gas emission reduction trading, and contributing a “Chinese solution” to global climate action.

坚持人与自然和谐共生。作为柬埔寨首个注册联合国清洁发展机制（CDM）的水电项目，该项目始终将绿色发展理念融入血脉。项目成立以来，累计种植草皮4.05万平方米、热带果树4800余株，打造与绿水青山融为一体的“花园营区”。累计输出绿色电能超117亿千瓦时，减少二氧化碳排放432.51万吨，成为柬埔寨首个实现温室气体减排量交易的项目，为全球气候行动贡献“中国方案”。

From illuminating thousands of homes to nurturing local talents, from protecting the ecological environment to promoting social progress, China Huadian Lower Stung Russei Chrum Hydro-Electric Station has taken practical actions to interpret the “Belt and Road” spirits of “Extensive Consultation, Joint Contribution, and Shared Benefits” through concrete actions. As former Cambodian Prime Minister Hun Sen said, “It is a precious gift from the Chinese people.”

从点亮万家灯火到培育本土人才，从守护生态环境到推动社会进步，中国华电额勒赛下游水电站以实际行动诠释了“共商、共建、共享”的“一带一路”精神。正如柬埔寨前首相洪森所言：“这是中国人民送来的珍贵礼物。”
