Before the amendment, our Constitution had a huge loophole.
The loophole is that when the Prime Minister passes away or resigns from his position, the entire Council of Ministers will be dissolved, as it had pointed out that if the post of Prime Minister is permanently vacated, a new Council of Ministers shall be appointed. It means that when the prime minister is dead or has resigned, there will be no minister. It could be a disaster.
On the other hand, our amended Constitution instructs that when the Prime Minister passes away or resigns from his position, a deputy prime minister shall be appointed as an acting prime minister to lead the Council of Ministers until the appointment of the new council.
A prime minister who resigns due to a motion of no confidence still has the responsibility to lead the government until the appointment of the new Council of Ministers.
Previously, without these articles, it could lead to chaos. Now, we have fixed this loophole.
Therefore, our task in modifying the internal regulation is to enhance our internal work progress.
